## Definition in plain terms

The Digital Services Act (DSA) is the EU's regulation of online platforms' responsibilities — illegal-content handling, recommender transparency, systemic-risk duties — with a set of advertising rules that landed directly on marketers: targeted advertising to minors is banned outright, profiling-based ads using sensitive data categories (religion, ethnicity, health, sexual orientation) are prohibited, every ad must be labeled with who paid and why the user sees it, and very large platforms must maintain public ad repositories. It entered into force in November 2022, bound very large platforms from August 2023, and has applied to all platforms since February 17, 2024.

## The mechanics

The DSA splits duties by size: all intermediaries owe baseline transparency, while VLOPs and VLOSEs — platforms over 45 million EU users, designated by the Commission — carry the heavy obligations (risk assessments, audits, researcher data access, the ad libraries). The advertising provisions translate into marketer-visible mechanics. The minors ban is absolute for targeting: platforms responded by disabling targeted advertising to known under-18s in the EU, which reshapes youth-adjacent media plans toward contextual buys (the COPPA entry's contextual-is-the-business-model logic, now continental and to 18).
