Ad Ops Settings Guide · Bidding, Objectives, Structure by Platform

When to use Target CPA vs Maximize Conversions. When manual bidding makes sense vs Smart Bidding. The right campaign objective for every funnel stage. Per-platform setup recommendations for Google, Meta, TikTok, LinkedIn, and Amazon — built from RGM operating heuristics and published platform best practices.

The big picture

Modern ad platforms are increasingly automated. Smart Bidding (Google), Advantage+ (Meta), Smart+ Campaigns (TikTok), Predictive Audiences (LinkedIn), AMC-informed bidding (Amazon) — every major platform now optimizes bid and audience at auction time using more signals than any human bidder could process.

This doesn't make manual control obsolete. It changes where the manual work matters. The leverage has moved from per-keyword bidding to:

  • Account structure that gives the algorithm clean signal
  • Conversion tracking that's accurate and includes value
  • Creative testing at the audience-vs-creative interaction level
  • Budget and bid strategy choices that match account maturity

Google Ads · Smart Bidding decision tree

The question isn't whether to use Smart Bidding. It's which strategy and when to switch.

StrategyUse whenAvoid when
Target CPA (tCPA)Lead gen, fixed-value conversions, 30+ conversions/month per campaign, stable funnelLow volume (<30 conv/month), highly variable deal sizes
Target ROAS (tROAS)E-commerce with variable order values, 30+ conv/month, accurate conversion value trackingLead gen without offline conversion import, broken value tracking
Maximize ConversionsBrand awareness, lead-volume goals without strict CPA, early ramp before tCPATight budget constraint, when CPA discipline matters
Maximize Conversion ValueE-commerce, value-tracked conversions, no specific ROAS target yetWithout accurate value tracking
Manual CPCVery small accounts (<5 conv/month), troubleshooting Smart Bidding, very specific bid-by-bid intentMost accounts with meaningful volume — manual leaves money on the table

The ramp pattern most teams use: Maximize Conversions first (let algorithm find conversions); transition to tCPA once you have 30+ conversions/month and stable funnel; transition to tROAS when value tracking and variance justify it.

Meta Ads · Advantage+ and objective selection

Meta in 2026 strongly favors Advantage+ Shopping Campaigns (ASC) for direct response and Advantage+ Audiences for prospecting layers. The campaign objective choice is the biggest setup decision.

ObjectiveUse forNotes
SalesE-commerce with pixel/CAPI on purchase eventsBest objective for ASC; optimize for Purchase event
LeadsB2B lead gen with form fillsUse Lead Gen Forms inside Meta for higher CVR than off-site landing pages
Awareness / ReachBrand campaigns, video views, frequency targetingPair with Brand Lift study to measure impact
EngagementBuilding social proof, video views for retargeting poolBe careful — this objective rewards cheap engagement, not buyers
TrafficAlmost never the right choice for performanceAvoid for conversion goals — Meta will send the cheapest clicks, not the best

For bid strategy: Highest Volume (Lowest Cost) is the default and the right starting point. Move to Cost per Result Goal once you have CPA stability and want to cap volatility. Bid Cap is rarely the right answer outside specific edge cases.

TikTok · Smart+ and creative testing patterns

TikTok's Smart+ Campaigns are the current best-in-class auto-optimization for the platform. The platform rewards creative volume — running 5-10 video variants per audience is standard.

SettingRecommendation
Campaign typeSmart+ for performance; Standard for granular control (rarely needed in 2026)
Optimization goalMatch the conversion event you actually care about — not "Click" if you can avoid it
BiddingCost Cap or Maximum Delivery to start; tCPA after 50+ conversions
Creative formatSpark Ads (creator-owned) outperform brand-owned 30-55% on CTR in most categories
Hook durationCritical action in first 1.5 seconds — TikTok scrolls fast

LinkedIn · Targeting precision over bid strategy

On LinkedIn, the bidding strategy matters less than the audience precision. With CPMs of $25-80, bidding strategy can't rescue a mistargeted campaign — but precision can earn ICP-fit results at high CPMs.

SettingRecommendation
ObjectiveLead Generation (for forms), Website Conversions (for off-site), Brand Awareness (upper funnel)
BiddingMaximum Delivery for first 1-2 weeks; Target Cost or Manual CPC once data stabilizes
Audience size sweet spot50K-500K — narrower wastes the platform's reach, broader wastes spend on non-ICP
Ad formatSingle Image and Document Ads for lead gen; Video for thought leadership and awareness

Amazon Sponsored Ads · The brand defense / conquesting / category triangle

Amazon's ad ecosystem rewards three parallel motions:

  • Brand defense: Sponsored Products + Sponsored Brands bidding on your own branded ASINs and keywords. Prevents competitors from conquesting your buyers.
  • Competitor conquesting: Sponsored Display Product Targeting bidding on competitor ASINs and adjacent product pages.
  • Category capture: Sponsored Products bidding on category-level keywords ("running shoes," "wireless headphones") to capture in-market search.
SettingRecommendation
Bid strategyDynamic bids - up and down for branded campaigns; Dynamic bids - down only for early discovery campaigns until you trust the data
Primary KPITACoS (Total Advertising Cost of Sales), not ACoS alone — TACoS captures the halo effect of ads on organic sales
Match typesExact + Phrase to start; add Broad with strong negatives once you understand search-term patterns
ReportingUse Amazon Marketing Cloud (AMC) for cross-tactic path analysis when budget supports it

The common mistakes across all platforms

  1. Switching bid strategies too early. Smart Bidding needs 7-14 days to stabilize per change. Teams that switch after 3 days panic-reset the learning.
  2. Optimizing for the wrong event. If you optimize for clicks, you get clicks. If you optimize for purchase value, you get purchase value. Pick the event closest to the business outcome.
  3. Broken or incomplete conversion tracking. Garbage in, garbage out. Server-side tracking (CAPI/Enhanced Conversions/Events API) is no longer optional in 2026.
  4. Spreading budget too thin. Smart Bidding works better with concentrated budget per campaign. 10 campaigns at $500/mo each will underperform 2 campaigns at $2500/mo each.
  5. Account structure that confuses the algorithm. Mixing brand and non-brand, mixing geographies that should be separate, mixing audiences that should be split — all reduce the algorithm's ability to learn.

Operating checklist before launching any campaign

  1. Conversion tracking implemented and validated (test purchases or test leads with checked attribution).
  2. Server-side tracking layer in place (CAPI, Enhanced Conversions, Events API).
  3. Account structure documented — what each campaign is for, what audiences belong to it.
  4. Naming convention applied consistently (e.g., [Channel]-[Funnel]-[Audience]-[Creative]).
  5. Budgets sized to support Smart Bidding learning (30+ conv/month per campaign for tCPA).
  6. Creative library pre-built — 3-5 variants per audience minimum.
  7. Reporting cadence agreed (daily flag-check, weekly review, biweekly optimization).
  8. Success criteria pre-registered — what CPA or ROAS counts as winning before you launch.
