What fill rate tells a publisher

Every time a page or app asks the ad stack for an ad, that is a request. Fill rate is the share of those requests that come back with a paid impression instead of a blank or a house ad.

A low fill rate means demand is not showing up for that inventory — wrong price floor, weak demand partners, or audience advertisers do not want. The request happened; the revenue did not.

Why 100% is not the target

You can hit a high fill rate by dropping your price floor until almost anything wins — but you fill at pennies. Yield is fill rate times the price you fill at, so chasing fill alone can lower total revenue.

The real lever is the trade-off. Raise floors and fill drops but average CPM rises; lower them and fill climbs but CPM falls. Publishers tune for revenue per thousand requests, not fill for its own sake.

Worked example. Suppose a placement sends 1,000,000 ad requests in a day and 780,000 return a paid ad, for a 78% fill rate. Raising the price floor pushes fill down to 70% but lifts average CPM enough that revenue per thousand requests rises.

The 8 points of lost fill were low-value impressions; the publisher earned more by filling fewer requests at a better price.
Failure modes to watch. Optimising fill rate in isolation while ignoring the CPM you fill at; blaming low fill on the stack when the price floor is simply too high for the demand; and counting house-ad and passback fills as if they were paid.
