Our rule is that engagement is the spine and everything else is a branch. Recency tiers — most-engaged, engaged, lapsing — are the highest-leverage cut you can make, because engagement-based sending is the number-one deliverability lever there is. Only once those tiers are above a viable floor do we add a behavioural segment or two: VIP buyers, recent non-buyers, a churn-risk group. Below roughly two thousand deliverable contacts a segment stops being a segment and starts being a liability, so we merge up rather than split down.
Deployment is where reputation is won or lost. We warm the cleanest, most-engaged audience first to rebuild positive signals, then widen in measured chunks. How it works
The advisor estimates your engaged audience from list size and engaged rate, then sizes the number of active segments to what the list can support above a minimum viable floor. The logic is deliberately conservative: it would rather under-segment and keep volume than slice a list into groups too small to send, read, or trust.
- Engaged rate — the share of the list that opened or clicked in the recent window; the cleanest proxy for who mailbox providers want you to send to.
- Minimum viable segment (floor) — the size below which a segment loses send volume, reputation signal, and statistical read. RGM uses ~2,000 deliverable contacts as a working floor; raise it if your tests need tighter confidence.
- Goal adjustment — reputation repair and scale-volume subtract a segment (fewer, larger groups); revenue and reactivation can add one when the list is big enough to keep it above the floor.

Why over-segmentation quietly costs you more than it earns
Segmentation is sold as pure upside, but every cut you make shrinks the audience on the other side of it. Push it too far and three things break at once: send volume drops below the level that produces a reliable engagement signal, mailbox providers see thinner positive feedback and lean toward the spam folder, and your A/B tests no longer reach significance because each cell is too small. The relevance gain from a micro-segment rarely covers those losses. Industry guidance is blunt about it — segments too small to measure are segments not worth creating.
Engagement-based sending is the lever that actually moves deliverability, and it is also the simplest. Gmail, Yahoo, and Microsoft increasingly weight how recipients react to your mail; sending consistently to people who open and click builds reputation, while repeatedly mailing the long-unengaged erodes it. That is why the right spine for almost any program is a few recency tiers, not a sprawl of demographic slices. Get the tiers right and you are already doing most of what the mailbox providers ask for.
Volume is not a vanity metric here — it is a reputation input. A clean, engaged stream sent at healthy volume gives mailbox providers the consistent positive signal they use to decide inbox placement. Fragment that stream into a dozen tiny sends and the signal weakens even if the total contacts are identical. The discipline RGM applies is to keep the engaged audience consolidated, add granularity only when the list can afford it, and quarantine the rest rather than dragging it through the main stream.
